Advantages of belonging to a qualifying residents association

Being a member of a qualifying residents association (QRA) gives home owners formal rights, collective influence, and practical support that are hard to get as individuals.
1. Formal consultation and influence over park decisions
• Park owners must consult the QRA before making changes to how the park is run or before spending money on site improvements, and must give at least 28 days’ notice of proposed changes.
• That consultation requirement gives the association real leverage to raise concerns, suggest alternatives, or seek amendments to proposals.
2. Stronger negotiating position on fees and improvements
• The QRA can ensure residents’ views are considered when owners plan works that might affect future pitch fees or the character of the site.
• Acting collectively makes it easier to challenge unfair proposals or press for priorities (e.g., maintenance, safety, amenity upgrades) than acting alone.
3. Legal recognition and routes for enforcement
• If a park owner refuses to acknowledge a properly formed QRA, the association can apply to a tribunal, which can order the owner to recognise it.
• The QRA’s legally defined role strengthens residents’ access to statutory remedies and formal dispute processes.
4. Transparency and record-keeping
• QRAs must keep an up-to-date membership list, a constitution, and any rules; these documents are open to inspection, improving transparency about who represents residents and how decisions are made.
5. Practical benefits and community functions
• The QRA can organise meetings, share information, coordinate collective responses to issues, arrange social activities, and provide a single point of contact for owners and external services.
• Having elected officers (chair, secretary, treasurer) helps ensure administrative continuity and accountability.
6. Protection against conflicts of interest
• By law a QRA must have no links to the park owner and owners or their employees cannot be members, which helps ensure independent representation of residents’ interests.
